Dr. Siu Tong is a successful serial entrepreneur, who mixes a creative mind with an astute eye for filling clinical gaps using technology. Prior to Cary Medical Management, he founded both Smartlink Health and Infina Connect Healthcare Systems, which was one of the top 10 companies in the Wall Street Journal 2013 “Startup of the Year” series. He received numerous awards including a 1998 Entrepreneur of the Year Award (from Ernst & Young, USA Today and NASDAQ), two consecutive Deloitte & Touche Technology Fast 500 awards, a 1998 National HOT 100 Company (from Dun & Bradstreet Entrepreneur Magazine), Industry Week Technology of the Year Award (25 Best Invention Worldwide), Automotive News magazine PACE Award (8 Best Automotive Invention Worldwide), and a ranking as the 178th fastest-growing technology company in U.S. and Canada. Jonathan Fowler has 15 years’ experience serving independent, value-focused primary care practices. He has delivered millions in shared savings and incentive payments on top of consistent fee-for-service revenue growth of 40-50% per year. For the last 9 years, Jon has been executing the Avance Care growth strategy to build one of the largest primary care practices in North Carolina, with 110 multispecialty providers and 18 service locations. While changing hats between Operations, IT, and Revenue Cycle Management, Jon supervised a 20 fold increase in providers, revenue, and footprint, while maintaining positive cash flow throughout. Before that, Jon was a pioneer in Patient Centered Medical Home (PCMH), value based contracting, and cloud based EHR with eClinicalWorks. Barbara Marshall is a solution-focused human resources professional with over 30 years of experience in the field. She has worked in several different HR capacities in a variety of industries including over 20 years in the healthcare industry. Barbara possesses experience in the areas of employee relations, conflict resolution, employee engagement, talent management, benefits and compensation administration, organizational design and risk/compliance management. Smartlink is her third venture with a start-up company.
Prior to her position at Smartlink, Barbara was employed at Cardinal Innovations Healthcare Solutions where she and her HR Business Partners team played an integral role in two successful acquisitions/mergers which resulted in a 200% growth in the number of employees within a two- year period. Throughout her career, Barbara has led numerous HR initiatives constantly seeking ways to improve the company’s bottom line and staff morale. April is a clinical social worker with an entrepreneurial spirit who happens to have a passion for healthcare technology and transforming multifaceted ideas into written and graphical form. She spent the first 15 years of her career in the behavioral health arena providing direct clinical services to individuals, groups and families and as a clinical supervisor in the Clinical Care Management Department at ValueOptions, the nation’s largest independent behavioral health and wellness company. The last 15 years she’s been focused on both implementing and marketing health information technology. She’s implemented health information exchange and care management software across hospitals, skilled nursing facilities, durable medical equipment companies, national payer organizations, Independent Physician Associations and Health Information Exchange entities and has been the lead product marketing manager for two healthIT software companies. She’s passionate about the difference technology can make in healthcare workflow and has a deep understanding of business process improvement. April Umminger leads public relations for Cary Medical Management. She has an extensive background in crisis communications, content strategy and media relations.
Umminger began her career as a journalist and spent 14 years working at the Washington Post and USA Today. She covered some of the biggest news events of our time, including the Columbine High School shooting and the September 11 terrorist attacks. Umminger was part of the team at the Washington Post awarded the Pulitzer Prize for breaking news in 2008 for its coverage of the shooting at Virginia Tech.
After leaving journalism, Umminger pursued a career in crisis communications and public relations. She started the first real-time storytelling service on behalf of brands for Edelman in Chicago, the largest privately held communications marketing agency in the world. There, she developed content marketing strategies and campaigns for brands, including Humana.
Umminger returned to North Carolina in 2015 to lead public relations at Blue Cross and Blue Shield of North Carolina. She led a team of six, and oversaw the response to the biggest technological breakdown in the history of the company, the Mission Health hospital system departure from the Blue Cross NC network, executive compensation, reductions in force and other health care issues across the state.
Umminger holds a BA in English from the University of North Carolina at Chapel Hill, and an MS in Conflict Analysis and Resolution from George Mason University. She was a Rotary Ambassadorial Scholar to Venezuela in 2008 and a member of Leadership North Carolina class XXVII.

Following a career as a Naval Aviator, Randy Elliott began working with Siu Tong in 1998 at Engineous Software. There, he handled, at one time or another, training, customer support, website development, database development and management, software testing and directing the overall technical infrastructure of the organization. He is now providing HIPAA oversight, technical guidance and day to day operational support for Smartlink and Infina as well as Cary Medical Management and its associated clinics. Also having run his own small business, he is keenly aware of the technical needs and financial considerations that are common to all SMBs as they strive to take advantage of available innovations and maintain regulatory compliance.
